Gambia: Loum Admits Being Independent Witness For Alleged 2006 Coupists Babou Loum, a resident of Barra and member of former President Yahya Jammeh's Green Boys (a group that claimed loyalty for Jammeh) yesterday admitted before the TRRC that he was called by Sgt. Ndure to become the independent witness for the March 2006 alleged coupists. Explaining his involvement, Mr. Loum testified that in March 2006, late Sgt. Ndure from the Serious Crimes Unit of The Gambia Police Force called him to become an independent witness to sign the accused person's statement. Loum said he told Ndure that he was not a security officer but Ndure asked him to just do it. He added that he went to the NIA and found five military men with AK-47 guns, saying at the beginning, he was scared at the sight of the guns. 'I met Lamin Cham who called an accused person and told him that I was going to witness the writing of his statement, which he agreed. I was an independent witness for Alieu Jobe, Fareng Sanyang, Bunja Darboe, Wassa Camara, Yahya Darboe, Tamsir Jasseh and others but I couldn't recall them.' He told the commission that he was never paid for his services as independent witness. He added that it was only Sgt. Ndure who gave him fare to travel back to Barra. The witness further told the commission that after the incident, he was called at Justice Department to refund the money he used to spend on transportation. He said he was given D250 as refund for his expenditure. Loum, however, denied witnessing any torture or use of force on the accused persons to write their statements. At that juncture, Counsel Faal told him that he was part of those who led the witch hunters to Barra and he was working and threatening people as an NIA agent. However, the witness denied leading the witch hunters but even though he was not an NIA agent, he used to relate information to the NIA, if he thought it could be harmful to the nation. He further admitted signing 32 statements for 12 accused persons and had been a witness in court proceedings from 2006 to 2012. Designated centers will be communicated in due course. The Spokesperson of the Gambia Police Force, Superintendent Lamin Njie, who confirmed this information to Foroyaa, said the office of the Inspector General of Police has observed with concern that recently, there is an increase in Road Traffic Accidents (RTAs), mostly resulting in fatalities. 'It is clear that the police have many people driving on the roads and the current system of simply renewing licenses is not tenable. There has to be a robust checking system of these licenses,' he said. Furthermore, Njie said there have been remarkable surge in road accidents and a huge drop in driving standards. 'Unless this review is done and properly too, the public shall continue to witness more of these fatal accidents or serious RTAs whereby lots of our citizens sustain injuries, some with lifelong effects on victims,' he said. He said that the review procedure will include checks to see if the prospective driver is aware of road signs, safe driving protocols, courtesy and basic emergency stop rules like usage of signals both electronic and hand signs, side mirrors and internal rear-view mirrors, driving in built-up areas and speed limits. 'This list is not exhaustive, but basically this is meant to ensure drivers follow basic driving procedures at all times,' he said. Equally, PRO Njie said a recent medical certificate proving a driver's physical and mental health status including vision, hearing and physical abilities to drive competently on the road must be tendered as part of supporting documents when applying for driving licenses. In addition, he said that vehicles have to undergo Road Worthiness Test before the licenses are renewed. 'All vehicles will be subjected to a High-Tech Mechanical test and Road Worthiness Certificate issued in accordance with the Motor Traffic Act. The certificate will be issued at the cost of D1200. Commencement date and details will be communicated,' he said 'The Police force is committed to inducting qualities and standards into the ethics of driving as a sure way of reducing rash and negligent acts on our roads. Opinion : Eyes On The Gambia’s Oil Reserve Edition: Thursday, January 7, 2021 at 7:37 AM There is widespread news that there is a portion of the Gambia’s offshore oil reserves bordering with Senegal offshore oil reserves which could become a potential source of conflict unless steps are taken now to look into the issue. If this is the case then the two countries should start the negotiations for a Joint Venture in the exploration of the borderline oil resources. Gambians are keenly watching either side for any attempts at annexation of the said oil blocks at the borderline of the territorial waters. The question for which Gambians are awaiting answers is the state of the country’s oil reserves. The government cannot continue to be silent over such an economic wealth with the potential to transform the country from poverty to prosperity, from low income status to middle or high income status, from poor image to greater international recognition. The problem with the Gambia is the carefree attitudes of most of the politicians and public officials towards transparency and accountability in the system which does not augur well with good governance. Gambians have a right to know about our oil resources, the locations, the license holders, revenues generated from oil companies, and the terms and conditions under which licenses have been issued to petroleum companies, including the designated offshore oil blocks. The Gambia’s interest is at stake in this oil issue. Therefore, the government cannot limit the rights of Gambians who wish to know about its state of affairs. If the authorities fail to shed light on this issue then we shall make it inevitable to shed light on the issue on the DAY OF RECKONING. The issues of the exploitation of our water resources and the destruction of our environment have been well articulated by the public. The well-being of Gambians is very much anchored on these economic factors. The exploiters of our economy and their collaborators must be warned that they can run but they cannot hide. It is hoped that by now Africans have learnt lessons of the past regarding the looting of state resources and playing smart over the people who may not have access to information. The very international agencies and business operators will in the end expose the nakedness of corrupt Africans. The Gambia is in dire need of economic and social uplift. We cannot continue to depend on loans and handouts by partners and friends of the country. The management of the economy and the protection of the national interest is both a national imperative and moral duty of the leadership. The Gambia must necessarily use her experts’ bank to engage in national preparedness and in strategic economic diplomacy to achieve the desired results in safeguarding the country’s offshore oil reserves for national development. We cannot exercise patience over such an issue when nobody knows what the state of the country’s oil exploration efforts are. The government should clear the air on the widespread news that our oil resources might end up in the hands of another country unless steps are taken sooner rather than later to address the potential conflict zone in the offshore oil reserves between two countries.
