Gov. Larry Hogan wants Marylanders to stay at home for the holidays to limit the spread of the coronavirus pandemic and on Thursday he issued an order that prohibits non-essential travel.
“Today I am issuing an emergency order which requires limiting travel to essential purposes only. Marylanders who do travel outside of Maryland or individuals who do travel to our state will be required to obtain a negative COVID-19 test result or to self-quarantine for ten days,” Hogan said at a news conference at the State House in Annapolis.
Transportation Secretary Greg Slater joined in Hogan in asking Marylanders to avoid non-essential travel during the holiday season.
“As COVID-19 is picking up we join Governor Hogan in asking all Marylanders to stay home for the holidays. If you don’t have to travel, please don’t. This holiday season please give the gift of health by avoiding non-essential travel to help stop the spread of COVID-19 and to protect you and your families. Simply put, don’t travel unless necessary.”

Hogan also announced that the state will provide an additional $180 million in aid to help both small businesses and families in need of assistance.

“With the actions we are taking today we are providing a total of more than $600 million in emergency economic relief for the state. When the legislature returns to work next month for the 2021 session we will be proposing a much larger economic and stimulus relief package which will provide further support for our struggling families and small businesses.”
There are 241,767 confirmed cases of COVID-19 in Maryland as of Thursday morning, according to the state’s Department of Health, and 5,152 people in Maryland have died from the virus. The state’s positivity rate is at 7.73%, which is well above CDC recommended guidelines for containment. Maryland has conducted more than 5.1 million COVID-19 tests.

Maryland Gov. Larry Hogan has announced an additional $180 million in business relief funds as well as new advisories regarding gatherings and out-of-state travel ahead of the holidays next week.
The Republican governor on Thursday issued an emergency order strongly urging Marylanders to only travel out-of-state if absolutely necessary. State residents who travel out-of-state, or those who travel to Maryland, will be required to get a negative Covid-19 test or quarantine for 10 days. The state health department also issued an advisory urging people to avoid gatherings of more than 10 people and not to gather with those outside their immediate household. Hogan also instituted mandatory telework for state employees and suspended all customer-facing operations at state facilities for two weeks, starting Monday.
Hogan’s announcement comes at what the governor called “another pivotal moment in our battle against Covid-19.” Contact tracing has consistently shown that out-of-state travel as well as family and social gatherings continue to be the biggest source of Covid-19 spread, he noted.
“You are safer at home for the holidays this year,” Hogan said.
In addition to the new advisories, Hogan also announced more relief for state businesses that have been hit hard by the pandemic. The $180 million package includes:
Maryland reported 2,217 new Covid-19 cases on Thursday as well as 49 new deaths linked to the virus. New cases in the state have topped 2,000 every day so far in December. Deaths have also continued to increase — the state has reported 666 deaths so far this month, after reporting only 200 in all of October. Hospitalizations remained above 1,700 Thursday after dropping by 60 from Wednesday.
But during the press conference Thursday, Hogan said the state’s post-Thanksgiving surge did not end up being as bad as many public health experts predicted or as bad as other states have experienced.
Hogan said Maryland is not planning any aggressive enforcement of the most recent travel order but is counting on people to do the right thing just like the majority of residents did around Thanksgiving.
“We’re just going to rely on the good faith of people listening to these orders because they’re critically important to keeping people alive and we’re going to try and ensure as much compliance as we can,” he said.
