The Vice Province hired Sánchez Valdez, despite the fact that under his command and direction, the grenadier corps of the capital city police received multiple complaints, observations, and recommendations from the CNDH itself and from the current Human Rights Commission of Mexico City ( CDHCM) for human rights violations, abuse of authority, and arbitrary detentions.

However, Hilda Téllez Lino defended in a letter signed by her that in the different recommendations issued by the autonomous human rights organizations, Álvaro Sánchez Valdez does not appear directly mentioned, but rather the grenadier policemen who, according to the SSPDF organization chart, were under his control. command.

“Regarding recommendations 16/2015, 17/2015, issued by the Human Rights Commission of Mexico City, and 15/2017 issued by the National Human Rights Commission, it is not indicated (Álvaro Sánchez Valdez) with some direct imputation in the body of the documents, their annexes or the recommendable points, ”Téllez alleged.

On the contrary, the director of the 3rd. The Vice Province presumed that, during his 24-year career in the SSPDF, Chief Neptuno "received various recognitions for his performance," ignoring, however, the public remarks made by multiple civil society organizations, such as Article 19 or the Marabunta Brigade. , which even publicly demanded the dismissal of Chief Neptuno due to the repeated attacks by the grenadiers against activists and journalists in the marches for the disappeared youth of Ayotzinapa, between 2014 and 2015.

On the other hand, Hilda Téllez also pointed out that in the certificate of non-disqualification, issued by the Ministry of Public Function prior to the hiring of Chief Neptuno, he "has not been disqualified from occupying any job, position or commission."

After withdrawing proposal to FGR, Robles pleads not guilty to The Master Scam

At this hearing, the Prosecutor's Office will present the evidence to try to bring Robles to trial and support the request for a 21-year prison sentence for two charges of improper exercise of public service. 

The former head of Sedesol and Sedatu Rosario Robles Berlanga, pleaded not guilty to the crime of improper exercise of public exercise in the case of La Estafa Maestra.

This, after withdrawing his request to find an alternative exit with the Prosecutor's Office, which will mean the realization of a trial. 

During the hearing, which decreed a recess to resume on March 27 at 10:30 a.m., the evidence presented by the Attorney General's Office was purged.

According to the Federal Judicial Council, this Saturday they will begin to purify the evidence that the Superior Auditor of the Federation (ASF) will present, consisting of 55 witnesses, 1 expert and 225 documentaries.

The hearing occurs after the Prosecutor's Office and the defense of Robles did not reach an agreement to establish an alternative solution before reaching a trial in the process against the official that began in August 2019.

Although the former secretary of Social Development asked Judge Ganther Villar to "dispense" his presence at the hearing this Friday, he denied it, arguing that she herself would have to explain her version for which she did not reach an agreement with the Prosecutor's Office after months of negotiation. 

This hearing is the so-called “intermediate” phase of the process in which the Prosecutor's Office will present the evidence for which it wants to bring Rosario Robles to trial and support the request for the sentence of 21 years in prison for two charges of improper exercise of public service . 

The hearing may span several days due to its various phases. First, the judge will analyze whether there are no legal impediments to advance towards the intermediate phase. It will be here when both parties make it official that there was no possibility of reaching an alternative exit to the process.

Afterwards, the oral description of the events described in the accusation will proceed, which since last year was sent in writing by the FGR. That is to say, the alleged omissions committed by Rosario Robles that resulted in the repetition of the scheme of diversion of public resources in Sedesol and Sedatu, both dependencies headed by her. 

This is the mechanism of La Estafa Maestra in which 11 government agencies such as Pemex, Banobras, Ministry of Economy, Education, Sagarpa, INEA, among others, made agreements with eight public universities to provide services, but they subcontracted to companies that turned out to be ghosts and therefore the money disappeared. 

Although there were more than a hundred officials involved between government agencies and universities, the only former Secretary of State facing a judicial process in this case is Rosario Robles, and even the Prosecutor's Office is not investigating the route of the money diverted to find to the final beneficiaries of this scheme, but only administrative omissions allegedly committed by Robles.

Once this point of the process has been uncovered, the prosecutors and the defense will seek the so-called "evidentiary agreements", that is, to agree on the facts that will not be the subject of controversy in the trial. An example is the agreements that Sedesol and Sedatu signed and that were offered as evidence by the FGR, and whose existence will be accepted by the defense.

Then the debate on the rest of the tests will follow; here the parties will have the opportunity to disqualify or request that some are not admitted or deleted. It will be the judge who defines which evidence remains and which is discarded, and with this the case will be ready to advance to the trial phase.

It should be noted that the defense of the former federal official has a suspension granted by another judge so that a date is not set, at least for now, to go to the aforementioned trial. This is until a petition for protection filed by Robles is resolved in which he argues that the charges against him are no longer applicable.
