President Biden told allies on Friday that he hopes to re-establish the United States as a reliable player in multilateral trade with European countries four years after former President Donald Trump's "America First" policy.

"I am sending a clear message to the world. The United States is back. The transatlantic alliance is back," Biden said in a virtual appearance at the Munich Security Conference.

Biden outlined a series of broad commitments to European allies, emphasizing the importance of democracy and cooperation on economic issues, climate and national security. His remarks Friday are part of the White House's ongoing efforts to undo what the Trump administration believes is a loss of relations with foreign allies. 

“Let me get rid of any doubt: the United States will work with our European partners,” Biden said.

Biden said his administration was "fully committed to the NATO alliance" and used language very different from that of Trump, accusing the organization of being obsolete and of not giving a fair share to members. , especially in his first year as president.

Biden stressed the importance of teamwork between Europe and the United States in dealing with countries such as Russia and China, although he did not call for a "new Cold War".

"The competition with China will be tough. That's what I've been waiting for and welcome," he said.

Drawing attention to the Kremlin, Biden did not hesitate to believe it was "wrong." Russia has spoken out against global chaos and called on countries to align with Washington against Russian President Vladimir Putin. From Trump, who has often praised Putin and North Korea's Kim Jong Un.

"Putin is trying to undermine our European project and our NATO alliance. He wants to undermine our transatlantic unity and our determination," Biden said.

"It is very easy for the Kremlin to bully and intimidate individual states," Biden said, urging allies to stay with Ukraine in its ongoing conflict with Russia. 

Biden also cited the Kremlin's alleged role in December's giant solar windfalls, which allowed hackers to infiltrate sensitive corporate and government networks, possibly gaining access to private data for months without US knowledge.

At the time, Trump sought to blame Russia for China's involvement in the SauerWinds attack, and he contradicted some of his own superiors. Biden called on the United States to come together on Friday to address Russian indifference and hacking on computer networks in the United States. 

Another reversal from past administrations is Biden's commitment to preventing global climate change. The Munich Conference marked the re-entry of the United States into the official Paris Climate Agreement.

The White House has appointed former Secretary of State John Kerry as Climate Jar and promised to host stakeholders at the White House on Earth Day.

"We can now delay the minimum to address climate change," Biden said.
