Secondary education is suffering from various deficits

The Government SC Girls High School located in Sunamganj started its journey as a secondary school in 1940. The total number of students in the school now is about 1,200. The school is taught in two shifts. But there are 30 out of 52 posts of teachers. As a result, teachers have to be under a lot of pressure to teach students.

Segunbagicha High School in Dhaka was established 56 years ago. Now about 800 students study. On average there is one bathroom for every 60 students. But there is a bathroom for an average of 40 people.

Not only in these two schools, a government report says, there is a shortage in classrooms, science laboratories, first aid, sanitation system in various fields in the country's secondary level (public-private) educational institutions. There are also shortcomings in various aspects of improving the quality of education. There are not enough teachers compared to the students. Although the tendency of students to memorize instead of memorizing in a creative way has increased, the training of teachers in this regard is not very useful.

The government is currently implementing a program called 'Secondary Education Sector Investment Program (CESIP)' for the development of secondary education in the country with the help of various donor agencies. All secondary level educational institutions of the country are covered under this program. The strengths and weaknesses of this program have been reviewed by the Implementation Monitoring and Evaluation Division (IMED) of the Ministry of Planning. The report, published last June, highlights a total of 17 weaknesses in secondary education in the country. On the contrary, 13 strong points have also been mentioned. The report recommends 14 types.

The program is being implemented by the Department of Secondary and Higher Education (Maushi) under the Ministry of Education. The total cost of the project has been estimated at around Tk 3,626 crore. The program has started from January 2014. Although it was supposed to be completed last December, the duration of the project has been extended by one year due to Corona.

IMED has surveyed 32 educational institutions in 18 upazilas, including two upazilas from eight districts of the country. 640 students were sampled in the survey. In addition, the views of teachers, parents, management committee and officials have been taken.

IMED says the report analyzes the potential shortcomings and challenges of the program by identifying its strengths and weaknesses. The Ministry of Education will take the next step through this. The report fears that existing guide books and tuition could hamper the program's initiatives. In addition, the outbreak of corona may disrupt the program.

Mausi Director General Syed Golam Farooq did not deny the crisis of secondary education. Recently, he said, efforts will be made to fill the gaps for the rest of the program. The training of teachers on creative methods is being intensified. Recruitment is also being done to solve the teacher crisis.

Teacher shortage
The report has revealed that there are not enough teachers in the secondary level educational institutions. Sunamganj SC girls high school headmaster Hafiz. Mashhud Chowdhury said in the first light, there has been a shortage of teachers for a long time. This puts extra pressure on teachers.

According to the Department of Secondary and Higher Education (Maushi), at present, only 6 per cent posts of headmasters are vacant in secondary schools. And there are 10,904 assistant teachers. More than 20 percent of the posts are vacant. Of course, the Public Service Commission (PSC) has already recommended the selection of about 2,155 people. Mausi said the recruitment process is now underway.

AKM Obaidullah, headmaster of Segunbagicha High School in Dhaka, told Prothom Alo that their school has a total of 24 teachers for about 700 students from primary level to class X. Of these, 11 are MPO registered teachers who receive financial grants from the government. The rest of the money has to be paid from the school income. The school needs a total of 30 teachers.

The IMED report also emphasized on bringing gender equality in education at the secondary level. According to the Bangladesh Bureau of Education Information and Statistics, 31 percent of government secondary schools and 25 percent of private secondary schools have female teachers.
